All Military Bases Now Offer Mandatory Transition (TAP) Classes for Veterans Returning Stateside

On December 6, Defense Secretary Leon Panetta announced that the long-awaited overhaul of the military’s Transition Assistance Program is now operational at all 206 military installations worldwide.

The Transition Assistance Program (TAP) provides a three-day class that helps prepare service members for the civilian job market.  It is now a requirement for all separating troops, in keeping with a law enacted in 2011.

TAP replaces a broad spectrum of voluntary programs that were offered at military bases in recent years–programs that varied substantially from one command to another and were often criticized by troops as essentially unhelpful.

The announcement came at a joint news conference in Washington with Veterans Affairs Secretary Eric Shinseki.

The new TAP program will offer troops detailed guidance on preparing a resume, job-hunting resources, interview skills, and managing personal finances as a civilian.

The new program comes in response to persistently high levels of veterans’ unemployment. In October, the unemployment rate for veterans who have served since 2001 was 10 percent, compared to 7.4 percent for non-veterans, according to the U.S. Department of Labor.

A second phase of the new TAP program will be implemented during 2013 to offer further instruction tailored for troops who want to attend school or start their own business.

Latest Labor Bureau Statistics Show Where Veterans Are Finding Work

$

A careful look at the latest Bureau of Labor data will show which industries are hiring more veterans–and that’s good news for the estimated 850,000 U.S. veteran’s still searching for employment.

According to an article recently published by Stars and Stripes, veterans may have the best luck finding employment in government agencies, transportation, maintenance, installation or security work.

Veterans preference laws give former military personnel an edge when it comes to competitive government jobs.  Nearly 2.3 million veterans work in federal, state and local posts. That’s more than 12 percent of government jobs nationwide.

Nearly 80 percent of those veteran-held government jobs are through the Department of Defense, Veteran Affairs or Homeland Security.  The Departments of Justice and Interior, the Departments of Treasury and Agriculture also added a notable number of veteran held positions.

State and local government jobs made up about one in eight jobs held by veterans last year.

Nearly one in 10 veterans employed today works for a freight or transportation firm, almost double the rate of civilians. At U.S. rail companies, one in five employees is likely to be a veteran.

Transportation jobs often require strong technical knowledge and some physical labor, areas where veterans are better suited than many civilian applicants.  Some of the opportunities for veterans in the transportation industry include:  track construction, logistical work, engine maintenance and heavy-duty equipment operation — all skills that mirror many military job specialties.

Working with technology, communications, radio or IT data skills prepares veterans coming out of the service to find work with home electronics or communication service providers.  Many communication-related maintenance and installation companies, such as AT&T or Best Buy, now offer special training specifically for veterans.

According to Department of Labor statistics, more than 800,000 veterans have found work as maintenance and installation technicians, plumbers and electricians, telecommunications specialists, automotive repairmen and other craft workers.

Department of Labor statistics also show that protective service jobs have grown by 35 percent over the last decade–due in part because of cutbacks to local law enforcement jobs. That has forced many companies to look to private contractors for security help and many are turning to veterans to help fill that gap.

Goodwill and Bank of America Link Up to Help Veterans and Military Families with Education and Job Resources

Important Information About Jobs For Veterans

With support from Bank of America’s Charitable Foundation, Goodwill Industries International is launching a new initiative to help military veterans and their families with education and job resources.

The new program, called Vested in Veterans, will build on existing Goodwill programs such as Goodwill for America’s Heroes and Their Families and Community College/Career Collaboration (C4).  The purpose of the new effort is to create a holistic support system that helps veterans and their families in four communities secure educational opportunities, find jobs and build their careers. These communities include Atlanta, Houston, Los Angeles and San Antonio.

Today’s returning veterans face a unique array of challenges. More than a million military servicemen and women are expected to return to civilian life in the next five years facing a bleak job market which translates to high unemployment for veterans. In addition, veterans and their families are frequently relocated, making it difficult for them to build credentials and careers. These challenges are further amplified when veterans have service-related physical disabilities or post-traumatic stress disorder.

Hoping the new program will create a “roadmap for successful civilian careers,” Jim Gibbons, president and CEO of Goodwill Industries International believes the new initiative will give veterans and their family members the tools they need to advance beyond their military careers by connecting them with employers who understand the value of their military experience.

Each participant in the Vested in Veterans program will receive an individualized career and financial plan designed to support a comprehensive set of personal goals related to employment, finances, assets, leadership and service. Participants will be connected to community college courses, job search and placement services, and career development tools designed to ensure long-term financial and professional success.

Goodwill Industries of North Georgia, Goodwill Houston, Goodwill Southern California, and Goodwill of San Antonio were chosen based on their impact and their relationships with the community.

Bank of America Corp. currently serves two million active and veteran military households across the U.S. and employs nearly 6,000 reservist and veteran service members.

Goodwill Industries International is a network of 165 community-based agencies in the United States and Canada with 14 affiliates in 13 other countries.

New Veterans Jobs Bill is Top Priority as Congress Begins First 2013 Session

$

Legislation to help veterans find jobs was introduced in a package of top-priority bills filed on January 22 which was the first legislative business day of the new 2013 session of Congress.

The legislation would reauthorize training and employment services created by the VOW to Hire Heroes Act.

The bill, called Putting Our Veterans Back to Work Act of 2013 (S.6), was introduced by Senate Majority Leader Harry Reid (D-Nev.) and was co-sponsored by Sen. Bernie Sanders (I-Vt.), the incoming chairman of the Senate Committee on Veterans’ Affairs.

Some of the specifics of the proposed legislation include:

1.  Establishing a new online employment resource would be established for veterans seeking information regarding employment and job-training resources;

2.  Directing heads of federal agencies to favorably consider contractors that employ a significant number of veterans on all contracts exceeding $25 million;

3.  The measure also would allow federal agencies to suspend or debar contractors who repeatedly violate the employment rights of members of the uniformed services.

At a time when 85 percent of law enforcement agencies experienced budget cuts, grants would also be authorized for police and fire departments to train and hire veterans as first responders.

Jobs Program for Wounded Warriors May Become New Federal Model

Wounded Warrior Career Program

The National Organization on Disability is calling on the Defense Department and other agencies to take note and adopt its approach to helping severely wounded warriors get back to work.

Tracking records indicate 70 percent of its seriously wounded warrior participants are experiencing employment and educational success due to its four-year Wounded Warrior Career Program–and this has federal officials paying attention.  Based on research statistics, the Wounded Warrior Career Program shows a successful placement rate at about twice the rate of veterans who are not in the program.

The findings of the study stem from the organization’s Wounded Warrior Career program, which has had about 275 wounded veterans under its tutelage since the program became active in 2008 at the Army’s suggestion.

Candidates in the program often have severe cases of post-traumatic stress disorder and traumatic brain injuries.  Of those 275 wounded warriors, the organization says the 70 percent represents those who are employed, in training or enrolled in other forms of education.

Organization representatives said veterans not in their Wounded Warrior Careers program have a comparative job rate of about 30 to 40 percent.

Essentially, the organization demonstrates new employment practices, evaluates results and shares approaches for widespread use. Research on disability employment issues also is conducted, and it includes widely used polls on employment trends and the quality of life for people with disabilities.  Experts in disability and employment provide consultation to employers who want to hire people with disabilities because they bring unique talents to the work force.

The organization works with employers, schools, the military, service providers, researchers and disability advocates. Protype start-ups are currently conducted in three states with high concentrations of veterans — Colorado, Texas and North Carolina.  The program covers career planning, career preparation, job-seeking support and post-placement support.

The organization’s representatives are scheduled to meet with congressional and Defense officials, Departments of Labor and Veterans Affairs and others on a national level to adapt its “proven, cost-effective” model that successfully places severely wounded veterans into the civilian workforce.
